asked the Lord Privy Seal if he will list those countries whose Governments Her Majesty's Government recognise but where such countries are not represented at ambassadorial level in London.

Mr. Ridley

The Governments of the following States are recognised by Her Majesty's Government but there has been no representative at ambassadorial level accredited or nominated to London within the last year.

  • Albania
  • Angola
  • Bhutan
  • Cape Verde
  • Chad
  • Chile
  • Guatemala
  • Guinea-Bissau
  • Haiti
  • Holy See
  • Kampuchea
  • Kiribati
  • Laos
  • Liechtenstein
  • Maldives
  • Monaco
  • Mozambique
  • Nauru
  • San Marino
  • Suriname
  • Tuvalu
  • Western Samoa

asked the Lord Privy Seal (1) what are the criteria Her Majesty's Government apply to foreign countries in considering whether or not it is appropriate for the United Kingdom to accept representation of a foreign country at ambassadorial level;

(2) if the criteria Her Majesty's Government apply in considering whether or not to receive an ambassador from a foreign country include the recognition by the Government of that country of the observance of human rights.

There are no set criteria for considering whether or not to accept representation in the United Kingdom of a foreign country at ambassadorial level.

Her Majesty's Government recognise the Governments of Albania, Argentina, Bhutan, Chile, Guatemala, Kampuchea and The People's Democratic Republic of Yemen, but have not been represented at ambassadorial level, either resident or non-resident, within the last year.
