Mr. Wickenden

asked the Secretary of State for Trade which authority is responsible for the inception of, and compliance with, noise abatement procedures at airports controlled by the British Airports Authority.

Mr. Tebbit

At those airports which have been designated under section 29 of the Civil Aviation Act 1971, my Department is mainly responsible for aircraft noise abatement measures, which are administered with the help of the British Airports Authority. At other BAA airports the responsibility rests solely with the Authority.

Mr. Wickenden

asked the Secretary of State for Trade whether he will set up an independent body to receive and investigate complaints from members of the public relating to nuisances caused by major airports.

Mr. Tebbit

No. Such complaints can be investigated by the consultative committees which have already been set up at all major airports and which include representatives of local authorities and other groups concerned with the environmental effect of airport operations.
