§ Mr. KingMy right hon. Friend has received a copy. The issues it raises will be fully debated when legislation is brought forward to enable urban development corporations to be set up. At 655W this stage our only comment is that the document confirms our belief that more effective arrangements are needed if private sector investment in housing, commerce and industry is to be attracted on the scale needed to regenerate the area.
