§ Mr. David MitchellThe Government's policy is to encourage the start-up and growth of small firms by improving the economic climate in which they operate and by reducing the burdens imposed on them. A number of steps have already been taken, for example, the fiscal changes in the Budget and amendments to the Employment Protection Act, and others are being actively examined.
