§ Mr. FowlerI am not satisfied with the policies I inherited from the previous Administration and I am proposing to take action on a number of issues in my forthcoming transport Bill. At the same time I am considering what changes need to be made in the longer term to secure an approach to transport policy consistent with the Government's overall objectives.
