Dr. David Clark

asked the Secretary of State for Industry if he will take steps to ensure that the European Commission's proposal for a scrap-and-build scheme for the shipping industry is on the agenda for the next Council of Ministers meeting.

Mr. Adam Butler

I understand that the Commission's communication, which contains a number of alternative proposals for a scrap-and-build scheme, will be considered by the Council before the end of the year. On the basis of the Council's guidance, the Commission would then decide whether to submit formal proposals.

asked the Secretary of State for Industry if he will make a statement on the Government's attitude to the European Commission's submission to the Council of Ministers on an emergency scheme of scrap and build for the shipping industry.

We continue to work for as early a decision as possible and I have nothing to add to my statements to the House, and that of my hon. Friend the Under-Secretary of State for Scotland, on 1 November.
