Mr. John Mackay

asked the Secretary of State for Scotland if he will issue guidance to local authorities indicating that secondary schools are free to choose the form of first year of secondary school organisation which best suits them, and are not obliged to use a mixed ability organisation.

The form of class organisation adopted in each secondary school is a matter for the education authority and the school itself to determine in the light of the needs and abilities of the pupils and the accommodation and staff available. Education authorities and head teachers are well aware of the discretion which they have and my right hon. Friend does not propose to issue any guidance on this matter.
