§ Mr. Michael Brownasked the Secretary of State for the Environment what proposals he has to encourage local authorities to be more cost effective and use private firms for (a) refuse collection, (b) window cleaning and for municipal services.
§ Mr. KingThese are matters for the local authorities themselves but I hope that they will give careful consideration to the advantages of using outside firms where there are cost or other benefits in so doing.
