asked the Secretary of State for Trade why it was necessary for his Department to consult the Health and Safety Executive, the Association of County Councils, the Association of District Councils, the Association of Metropolitan Authorities, the Convention of Scottish and Local Authorities, the Greater London Council, the Fireworks Makers' Guild, the National Campaign for Firework Reform and the Royal Society for the Prevention of Accidents before producing a non-technical leaflet about the safety of firework displays; and what was the cost to public funds of such consultations.

The Health and Safety Executive was consulted partly because my Department looks to the Executive for technical advice relating to the safety of fireworks and partly because the requirements of the Health and Safety at Work, etc. Act 1974 apply not only to the safety of those directly involved in the organisation of public or semi-public displays but also to the safety of members of the public attending such displays. The other bodies were consulted because of their substantial interest in the safety of fireworks. The cost to public funds was negligible.
