asked the Minister of Transport if he will change the system of subsidies to the London commuter services so that it is possible to state exactly how much subsidy is being given to each line; and if he will make a statement.

Mr. Fowler

No. This would not be practicable. Even under section 39 of the Transport Act 1968, when grant was paid for specified unremunerative passenger services, the British Railways Board did not find it possible to allocate all costs to individual commuter services. I hope that the Board's current developments of its costing analyses will get us closer to what my hon. Friend wants.
