HL Deb 08 November 1979 vol 402 cc1085-6WA
Lord ELWYN-JONES

asked Her Majesty's Government:

What parliamentary control there will be over Orders-in-Council made under the provisions of the Southern Rhodesia Billl tabled in the House of Commons on 7th November 1979.

Lord TREFGARNE

An Order-in-Council to make the constitution under powers granted by Clause 1 of the Bill will be laid before Parliament after being made. Orders made under Clauses 2 and 3 of the Bill are required to be laid before Parliament after being made and would expire at the end of 28 days unless previously approved by resolutions of both Houses. There is no parliamentary procedure for the specific orders named in, and continued by, Clause 3(4).
