Friend's general aim to maintain in real terms the Department's planned total level of expenditure on grants to voluntary organisations, and the expenditure White Paper (Cmnd. 7746) published on 1 November 1979 gives effect to this for 1980–81, but he cannot anticipate the outcome of public expenditure decisions for later years.
