§ Mr. David MitchellCommon ownership and co-operative enterprises which are wholly or mainly engaged in manufacturing industry can be assisted. In order to qualify for a loan they must be in possession of a certificate issued under the Industrial Common Ownership Act by either the Registrar of Friendly Societies—in the case of common ownerships—or the Secretary of State for Industry—in the case of co-operatives.
