The sale of dwellings built or converted for the use of elderly or disabled people is at the discretion of local authorities which will be encouraged to seek special consent from my right hon. Friend to impose particularly long terms of pre-emption when considering the sale of such properties.

Since 1967, nearly 10,000 local authority-owned dwellings have been sold in Wales.
