asked the Secretary of State for Social Services if he will take steps to amend the regulations relating to the registration of births and deaths so as to allow the said registration to take place at the place of residence rather than the place where the event occurred.

Such a change could not be effected by amendment of the Registration of Births, Deaths and Marriages Regulations 1968. Legislation to amend the Births and Deaths Registration Act 1953 would be necessary and I have no plans to seek legislation for that purpose.
