asked the Secretary of State for the Environment whether he will consider representations from parish councils in Derbyshire regarding the need for consultations with parish councils in all matters affecting the dumping of toxic waste.

Under the Control of Pollution Act 1974, waste disposal authorities have a duty to consult district council regional water authorities the Health and Safety Executive and—in the case of underground disposals—the Institute of Geological Sciences before they may issue a disposal licence. Although we see no case at present for increasing the number of statutory consultees, we would of course be prepared to consider representations.
