§ Mr. William RodgersThe best estimate of the capital cost is about £100 million, with recurring annual costs of about £40 million for maintenance and recalibration; this latter figure represents the addition of about 0.6 per cent. to present operating costs. These costs, which make no allowance for any offsetting productivity savings, will fall on the vehicle operators.
