asked the Secretary of State for Transport whether he will state the estimated costs of the introduction of tachographs on to lorries; whether these costs will be paid by the Government; and on what basis.

The best estimate of the capital cost is about £100 million, with recurring annual costs of about £40 million for maintenance and recalibration; this latter figure represents the addition of about 0.6 per cent. to present operating costs. These costs, which make no allowance for any offsetting productivity savings, will fall on the vehicle operators.
