asked the Secretary of State for the Home Department if the percentages of the prison population estimated as unable to read or having low reading ages have altered since the written answer of 29 November 1977.

In the latest sample non-readers among young prisoners declined from 3.5 per cent. to 1.4 per cent. but in view of the numbers involved this change has no statistical significance. Other changes are very slight.
