asked the Secretary of State for Education and Science if she will issue a circular to local education authorities indicating acceptable maxima for class sizes in nursery, primary and secondary schools.

My right hon. Friend does not believe that a circular would be helpful, because the deployment of teachers in schools is a matter for decision by local education authorities and heads, in the light of their circumstances and their own judgments of priorities. However, if authorities collectively employ the forecast teacher numbers underlying the Government's expenditure plans, the number of over-large classes is likely to be further reduced.
