Friend does not believe that a circular would be helpful, because the deployment 123W of teachers in schools is a matter for decision by local education authorities and heads, in the light of their circumstances and their own judgments of priorities. However, if authorities collectively employ the forecast teacher numbers underlying the Government's expenditure plans, the number of over-large classes is likely to be further reduced.
