§ Mr. RowlandsThe Government deeply deplore any incident which leads to an escalation of the Rhodesian conflict. Our existing programme of military assistance for Zambia, which my right hon. Friend announced to the House on 2 November—[Vol. 957, c. 186.]—is designed to improve that country's defensive capability.
