asked the Minister for the Civil Service how and why former Prime Ministers are enabled to use official cars for private shopping expeditions on grounds of security whilst the Secretaries of State for Defence, Northern Ireland and the Home Department, and the current Prime Minister are precluded from using such vehicles for these purposes.

As I told my hon. Friend in my letter of 27 July 1976, any Minister or former Prime Minister for whom the security authorities consider it essential may use his official car exceptionally for all journeys by road.
