asked the Secretary of State for Social Services, whether employers of casual workers in the newspaper industry are responsible for paying national insurance contributions for those workers; and, if not, how such contributions are collected.

Mr. Orme

Employers of casual workers in the newspaper industry, like other employers of labour, are responsible for the payment of earnings-related national insurance contributions in respect of any of their employees whose earnings derived from the employment reach the lower earnings limit for contribution liability.
