asked the Secretary of State for Social Services whether Fleet Street casual workers are employees or self-employed for national insurance purposes.

Mr. Orme

The general position is that workers employed on a casual basis in the newspaper industry in Fleet Street are gainfully employed under a contract of service. As such they are employed earners for national insurance purposes and class 1 earnings-related contributions are payable where earnings reach the lower limit for contribution liability.
