§ 39. Mr. Onslowasked the Minister of Overseas Development which of the foreign Governments in receipt of United Kingdom overseas aid are known to follow policies which involve racial or religious discrimination, or both.
§ Mrs. HartMy chief concern is to avoid directly helping regimes which commit gross and persistent violations of human rights. Racial or religious discrimination is obviously one of the factors I consider. But the criteria must to some extent be subjective, and I do not think it would be useful to try to assess foreign Governments in the way the question implies.
