asked Her Majesty's Government:

What action has been taken to implement the recommendations in Chapter 9 of the Report of the Layfield Committee of Inquiry into Local Government Finance; and what their policies are with regard to those recommendations which have not yet been implemented.

The Government accepted the Committee's recommendation that there should be a review of both central and local policies towards charging for local services, to be carried out jointly by the Government and local authorities. The Consultative Council on Local Government Finance have set up a joint working group of central and local government officers to report to it on central and local government's policies and practices in respect of existing charges for local services (other than housing rents, transport fares and school meals). The group hope to report shortly.
