Mr. Giles Shaw

asked the Chancellor of the Exchequer whether he will publish the figure of total public expenditure planned for 1977–78 in Cmnd. 5519, so that it is (a) redefined to become comparable with the most recent definition and (b) revalued to 1978 survey prices.

Mr. Joel Barnett

I cannot say what the previous Administration's plans for 1977–78 would have been if these had been drawn up using the present definition of public expenditure. For example, for nationalised industries and some other public corporations, public expenditure is now measured by net government lending to them and not, as in Cmnd. 5519, by their capital expenditure. It is impossible to say what estimate the previous Administration would have made in December 1973 for net Government lending to the nationalised industries in 1977–78.
