Mr. Greville Janner

asked the Secretary of State for Foreign and Commonwealth Affairs if, in view of the fact that the Statute of Limitations in the Federal Republic of Germany will take effect on 31 December, thereby preventing the institution of most new prosecutions for Nazi crimes, he will recall Her Majesty's ambassador in Bonn for consultations.

We know that concern has been expressed about this question outside as well as inside the Federal Republic of Germany, where it is a matter of active public debate. We also understand the particular concern felt by the Jewish community, and share the view that the crimes committed by the Nazis should not be forgotten. As my right hon. and noble Friend said in another place on 5 February, the Government have consistently supported the view that there should be no time limit on the initiation of legal proceedings or imposition of penalties with respect to war crimes and crimes against humanity. But it is also the Government's view that this question is primarily an internal German matter. That is why my right hon. Friend does not think it would be appropriate for the Government to raise this matter with the Federal German authorities or to recall Her Majesty's ambassador in Bonn for consultations about it.
