asked the Secretary of State for Trade if he will make a statement on the anti-dumping procedures operated by the EEC; and how long it takes the EEC on average to process an application.

, pursuant to his reply [Official Report, 19 February 1979; Vol. 963, c. 65] gave the following information:

The anti-dumping procedures operated by the European Commnuity are laid down in EEC Regulation 459/68 as amended by Regulations 2011/73 and 1411/77. These procedures conform with the International Agreement on the Implementation of Article VI of the GATT (the Anti-Dumping Code), as did the United Kingdom's anti-dumping procedures prior to the end of the transitional period on 1 July 1977.

For the 12 cases completed during 1978, excluding cases under the steel anti-crisis measures, the average time taken by the Commission to process an application was 29 weeks from initial application and 19 weeks from formal opening of an investigation to formal closure.
