§ Mr. FowlerI understand that wearing is compulsory in Australia, Austria, Belgium, Canada—Ontario and Quebec, Czechoslovakia, Denmark, Eire, Finland, France, German Federal Republic, Hungary, Israel, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Spain, South Africa, Sweden and the USSR. However, provisions as to exemptions and penalties vary from country to country.
