asked Her Majesty's Government:

Whether consideration is being given to the advisability of setting up a Parliamentary Committee to monitor the implementation of the Helsinki Final Act (as had been done in the Congress of the United States through the Commission on Co-operation and Security in Europe).

This is essentially a matter for Parliament. Implementation of the Final Act of the Helsinki Conference on Security and Co-operation in Europe is already scrutinised by the Helsinki Review Group and through the established monitoring procedures within the Foreign and Commonwealth Office, the results of which will continue to be made available in Parliament.
