Whether any standard criteria are laid down to guide local authorities when they issue parking badges for disabled persons' vehicles; and, if so, what they are.

The criteria for the issue of badges by local authorities under the orange badge Scheme of parking concessions for the disabled are set out in the Disabled Persons (Badges for Motor Vehicles) Regulations 1975. Broadly speaking, people eligible to apply are those with a permanent and substantial disability which causes considerable difficulty in walking, and the registered blind.
