Departments have already been required to make a cut of 3 per cent. in their staff costs this year and departmental Ministers are currently examining options for significant savings While the main savings in the medium term will have to come from a reduction in functions, we certainly hope to achieve savings through greater efficiency, and all Ministers are committed to the search for this Sir Derek Rayner will advise departments on how to promote efficiency and eliminate waste He is consulting my right hon. Friends on the best way of doing this.
