§ Mr. GrayI am sure that local authorities, like other consumers, will seek to plan their use of available oil so as to avoid serious difficulties for essential services in the coming winter. If we all economise and achieve a total oil saving of at least 5 per cent., total United Kingdom supplies this winter should be adequate to meet overall demand, provided there is no further disruption to international oil supplies.
