asked the Secretary of State for the Environment what statutory powers he has to control expenditure by water authorities in England.

Capital expenditure by the water authorities in England is controlled through annual approvals given under section 24(6) of the Water Act 1973 which cover the totality and balance of their spending programmes. Cash limits are set on their total external financing requirements.
