Notes:
(a) The descriptions of product categories have been abbreviated.
(b) Newsprint mostly enters duty free under tariff quotas.
(c) The categories 48.07 and 48.21 are to be sub-divided with two different rates applying, as shown in the table.

The lists of proposed alterations in tariffs are still subject to technical checking and adjustments and the final details are not, therefore, yet available. The changes in paper tariffs are to be implemented in eight equal annual instalments over 1980-87 except for the cut from 8 per cent, to 6 per cent, on kraft paper and board which is to be implemented over the period 1983-87. The Community has reserved its right to stop its tariff reductions in 1984, without proceeding to the last three stages of the tariff-cutting process, if the circumstances of the time require this.

With the agreement of the then Government, the EEC Council of Ministers reluctantly accepted the proposed paper tariff concessions on 3 April, as part of the total package of measures

Mrs. Sally Oppenheim

I refer the hon. Member to the answer given to the hon. Member for Oldham, West (Mr. Meacher) on 14th June.
