Mr. Hooley

asked the Secretary of State for Trade what proposals have been made in negotiations of Lomé II concerning rules of origin of manufactured products from the African, Caribbean and Pacific countries to enable them to benefit from EEC tariff preferences.

Mr. Parkinson

The Community has reached a substantial measure of agreement with the ACP States on the rules of origin to be applied under the successor arrangements to the Lomé Convention. The changes envisaged include simplification and improvement of origin procedures, a relaxation of the rules in respect of nine products, and an improved, quicker and more flexible derogation procedure.
