Mr. Arthur Lewis

asked the Minister of Transport whether, in view of the fact that under the Road Traffic Act 1974 it is illegal to park vehicles on pedestrian pavements and many thousands of vehicles are nevertheless so parked, as this is dangerous to blind persons and others, he will take whatever action may be deemed necessary to ensure that these illegal practices cease.

Since section 7 of the Road Traffic Act 1974 has not been brought into effect, it is not illegal under that Act to park vehicles on footways. It is for local authorities to decide on the desirability of prohibiting such parking in particular circumstances under their powers contained in the Road Traffic Regulation Act 1967.
