Responsibility for securing the provision of such homes lies with the regional and islands councils, and the geographical distribution of the homes reflects the local authorities' assessment of the provision which should be made within their areas. Additionally, many children's homes, while catering mainly for other children, also provide accommodation for mentally handicapped children.
