asked the Minister of Transport if he will consider proposals to improve access to the M23 from Central London.

Following a joint study by officials of the Departments of Transport and the Environment, the Greater London Council and Surrey county council, my right hon. Friend's predecessor announced last September that he had decided not to proceed with the proposed extension of the M23 from Hooley to Mitcham. A draft scheme and order to that effect were published in November and discussions put in hand with local authorities about the other recommendations in the study. My right hon. Friend, together with my right hon. Friend the Secretary of State for the Environment, will be considering how best to carry matters forward in the light of the public response to the draft order.
