asked the Secretary of State for the Environment what guidance he has given to ensure that any reduction in the recruitment of local government personnel will not affect staffing levels of work associated with help for severely disabled people; if he will give an assurance that no such work will be diminished or delayed by any action of his Department; and if he will make a statement.

My right hon. Friend has asked local authorities to review urgently the manpower requirements of the respective services they administer, and, meanwhile, to freeze recruitment wherever possible. It is for local authorities to determine their own priorities and manpower needs, including the important needs of severely disabled people.
