asked the Secretary of State for the Environment whether local authority tenants who have made but not yet completed purchases based on valuations made early in 1979 with the benefit of a 20 per cent. discount and who are now entitled to a discount of up to 50 per cent. can buy their homes at the higher discount but on the original valuation; and if he will make a statement.

I see no reason why sales uncompleted on 21 May should not be on terms which reflect the higher discounts introduced on that date. A local authority wishing to sell at a price based on an outdated valuation would need to seek a special consent.
