I have been asked to reply also to the questions tabled to the Minister for the Civil Service and the Secretary of State for Scotland.

The Government's decision to freeze Civil Service recruitment does not, of course, directly affect the services provided by the National Health Service or the personal social services. In considering what exemption may be made from the ban, I am conscious of the need to protect the most vulnerable members of society and have therefore authorised continued recruitment of staff for local social security offices, certain medical and professional specialist officers and some staff for artificial limb and appliance centres.
