Whether they will state, with regard to Zambia— 2170WA
- (a) the total value of aid given since Independence;
- (b) the total aid given in 1978 in cash or value of material;
- (c) what amounts already committed remain undisbursed; and
- (d) what conditions, if any, were attached to any aid granted.
§ Lord TREFGARNE(a) £139.4 million gross expenditure in capital aid and technical co-operation since independence. (b) £33.3 million gross expenditure in 1978 (excluding £20 million advanced for the purchase of copper). (c) About £21 million remains undisbursed from existing loans and grants, and approximately £11.5 million (subject to currency fluctuations) from our commitment to repay the World Bank certain loans on Zambia's behalf for the Kariba North Bank Power Station.
(d) (i) Contingency aid made available between 1966 and 1968 was provided for expenditure on projects designed to offset the effects of implementing sanctions on Rhodesia. (ii) The £1.14 million transport loan (1973), the £5 million grant (1976), and the two 1978 loans totalling £29.26 million were all allocated for the import of essential British goods and have been subject to the normal rules tying expenditure to United Kingdom goods and services. (iii) The loan of £20 million in November 1978 for the purchase of copper was made on the understanding that it would be used primarily for the benefit of the mining industry, that some proportion of it should be used to speed up remittances to British individuals of funds which had long been delayed, and that none of the copper would be transferred through Rhodesia.
