asked the Secretary of State for the Home Department whether he proposes to take any further action on the report of the working party on water safety.

The report of the working party on water safety, published two years ago, is a valuable source of information and guidance on the prevention of drowning accidents. Extensive consultations have been carried out, involving central and local government, and voluntary and advisory bodies, on the matters discussed in the report. However, in view of the need to restrain public expenditure and to rationalise central government involvement in areas which are essentially the responsibility of local government, I propose to take no further action on the working party's recommendations.
