§ Mr. David Mitchell,pursuant to his reply [Official Report, 26 July 1979],gave the following answer:
616WTime spent by consultants with a company prior to the submission of a formal proposal for a feasibility study is of no concern to the Department nor is the cost incurred reimbursable under map. The Department monitors all reports when studies are completed.
