asked the Secretary of State for Employment if he will publish figures showing how much the special programme division of the Manpower Services Commission has paid from January 1978 to April 1979 to PA Management Consultants Limited and Saatchi and Saatchi Limited.

Mr. Jim Lester,

pursuant to his reply [Official Report, 25 July 1979; Vol. 971, c.266],gave the following answer:

The amount paid to PA Management Consultants Limited by special programmes division of the Manpower Services Commission from January 1978 to April 1979 was £603,066.

The amount paid to Saatchi and Saatchi Limited over the same period was £919,363. Saatchi and Saatchi was contracted to run an advertising campaign totalling £1,061,128 of expenditure, £141,765 of this being outstanding at 30 April 1979. It was remunerated for this entirely by commission allowed to it as advertising agents by the media owners. In addition to contract advertising, Saatchi and Saatchi was also commissioned to carry out marketing work at a cost of some £25,000 in the period concerned.
