Mr. Ford

asked the Secretary of State for the Home Department by what statutory authority a chief officer of police has the power to impose restrictive conditions on firearms certificates under the Firearms Act 1968, other than those conditions prescribed by the Act, when such conditions are stated to be applied as a matter of policy and when, as a result, they are applied without proper regard to the merits of each individual case.

Section 27(2) of the Firearms Act 1968 provides for the chief officer of police to specify the conditions other than those prescribed in the Firearms Rules 1969, subject to which each firearm certificate is held.
