§ Mr. WhitelawI have already taken steps to strengthen the police, and will, as soon as practicable, bring forward proposals for legislation to strengthen the powers of the courts in England and Wales in relation to young offenders and juveniles. I shall continue to look for the wholehearted support of the public in the fight against vandalism.
