Mr. Kilroy-Silk

asked the Secretary of State for the Home Department whether it would be an uneconomic use of public funds to spend money on increasing the amount of residential accommodation for young people in trouble until the less expensive non-institutional methods have been adequately developed throughout the United Kingdom.

I have been asked to reply.

I would expect local authorities to use public funds for residential accommodation only for those young people in trouble for whom non-institutional methods are unsuitable, and to continue the development of less expensive non-institutional methods for the remainder.
