asked the Secretary of State for the Home Department if he will set up an experiment in random visiting of police station cells.

Mr. Brittan

We have no plans to do so. The officer in charge of the station is responsible for the safe custody of persons in police cells. Her Majesty's inspectors of constabulary pay particular attention to the conditions and facilities for detained persons during the course of their inspections.
